We exist to enhance the lives of children with significant behavioral needs, who are involved in multiple systems, through family-focused, child-centered, strength-based, and culturally competent care in the community.

Cuyahoga Tapestry System of Care focuses on four primary outcome goals for the children and families who are served. These outcome goals are:
- Improved family and youth function
- Reduced recidivism in juvenile justice
- Reduced recidivism in child welfare
- Increased effectiveness and efficiency

Cuyahoga Tapestry System of Care believes in and operates by the core values and principles endorsed by SAMHSA and other system of care communities. At Tapestry we believe that a system of care:
- Should be child centered and family focused with the needs of the child and family dictating the types of mix of services provided.
- Should be community based, with the focus of services as well as the management and decision-making responsibility resting at the community level.
- Should be culturally competent, with agencies, programs, and services that are responsive to the culture, racial, and ethnic difference of the populations they serve.
